Most "stuck" preloads are fixed by three boring moves: full console restart, wired connection, pause-and-resume. Work the list below in order — it's sorted by effort-to-payoff.
The fix list, in order
1. Pause → resume the download. Reconnects you to the CDN; fixes a surprising share of stalls.
2. Full restart of the console (not rest mode — power cycle).
3. Go wired. Wi-Fi drops mid-download are the top cause of "stuck at X%".
4. Check storage. A download that can't fit pauses silently on some firmware.
5. Router restart + move the console's traffic off busy hours.
6. Re-check store region — a mismatch can park a preload in error limbo.
7. Delete and re-queue the download — last resort, but a corrupted queue entry does happen.
On November 12 itself, slow speeds are usually the CDN being hammered, not your setup. If progress moves at all, let it run — you have a week.
